eip198_modexp_precompile uses 0x100 addresses as the reference address. Because of EIP7212, this causes conflicts with Kakarot, which executes 0x100 as a precompile instead of the regular flow.

TODO: re-fill the eip198_modexp_precompile tests with --ca-start 0x1000
