[FEATURE] Enable panel click to bring it to the top level.

There are SO MANY panels open with this mod function it is difficult to view each panel. -
Additionally MOST OF THE TIME, trying to grab and move the panel DOES NOT WORK.

Describe the solution you'd like
Clicking the visible portion of the panel one time should bring that panel to the top level as the active panel and can be manipulated without being blocked by other panels.

Describe alternatives you've considered
Add a grab bar to the top or ourline of each panel. Questionable if this would work, as most of the time current functionality for this does not work. NOTHING HAPPENS.

Maybe a Ctrl-Click = MOVE TO TOP and Shift-Click = MOVE TO BOTTOM.
