In knative/eventing#8145 the oidc-discovery-base-url feature was added, to make the OIDC Discovery URL configurable.

We should support this feature config in eventing-kafka-broker too

@creydr I'm still wondering if knative/eventing#8348 is a better plan and we could drop the oidc-discovery-base-url
