springboot 项目： 是不是存在，主程序启动报错挂了（比如连接数据库网络不通），而disconf 启动比其他程序慢未获取到正确配置，这种情况？或者怎么样做到 disconf进程优先获取配置，避免 jar 包无配置文件或者配置不对导致的错误
