Ruff Plugin settings overwritten with settings from other open Project

Describe the bug
Sometimes the ruff plugin config file gets overwritten with the config from other open projects.
I've only verified this for the local ruff executable path setting, not sure about other settings.

To Reproduce
Steps to reproduce the behavior:

1. Open multiple projects at the same time

Expected behavior
The ruff plugin config is not influenced by other open projects

Environments (please complete the following information):

• IDE: PyCharm 2024.1
• OS: Windows 11
• Ruff Version 0.5.0
• Plugin version 0.0.34
• Poetry: 1.5.3
