Is there a way to show tooltips when hover in x-axis?

I have a bar graph with categories. For each category I show an icon "Love", "Good", "Bad". I'd like to have a tootip when I hover over these icons. I tried to set the category (x-axis) like this;

However, neither the cursor-help, nor the tooltip appear...

Any hints?
