Support creating IAM Role for serviceAccount (IRSA) for using in KubeCost in AWS

Hi @vumdao not sure I follow. If this is about automating the creation of IAM credentials that allow kubecost to gain access to the CUR -- I'm supportive of a PR if we can make that section of data to fill out optional!
