This is referenced in the following manifest

image: k8scloudprovidergcp/cloud-controller-manager:latest

used by the jobs

sed -i -e "s@k8scloudprovidergcp/cloud-controller-manager:latest@${IMAGE_REPO}/cloud-controller-manager:${IMAGE_TAG}@g" "${WORKDIR}/cloud-provider-gcp.yaml"

some users take those images for testing , but they should be using the staging images #289 (comment) or the released ones #289 (comment)
