[cinder-csi-plugin] Bump CSI sidecar versions to latest. Update related RBAC.

What this PR does / why we need it:
Volume doesn't get deleted from OpenStack if related PV is deleted by a user.

Hi @jauru. Thanks for your PR.

I'm waiting for a kubernetes member to verify that this patch is reasonable to test. If it is, they should reply with /ok-to-test on its own line. Until that is done, I will not automatically test new commits in this PR, but the usual testing commands by org members will still work. Regular contributors should join the org to skip this step.

Once the patch is verified, the new status will be reflected by the ok-to-test label.

@jauru thank you for your PR. Can you also bump the corresponding sidecars for Manila CSI chart?
UPD: you can make it in a new PR, if you wish.

as this says cinder, maybe better to update manila stuff in separate prs

Yes, I can bump Manila versions also with a separate PR, but I don't have a way to test it.
