Create documentation on how to publish a helm chart for a kubernetes-sig project

Describe the issue

LWS, Kueue, JobSet and DRA-Example-Driver all went through this process.

There was no documentation and we relied on example PRs to figure it out.

We should have a page that shows how to do this to help future developers.
