test: Automated tests on Fedora/RHEL

Currently we test only on Ubuntu, and due to build issues like #21551 bugs can go unnoticed until the next release.

We need to test the kvm driver on rpm based distros. Fedora is a good target since it exposes issues early before they reach more stable distros like Centos or RHEL.

## Fix

Add Fedora builds
  - kvm linux
  - kvm linux containerd
  - docker linux
  - docker linux containerd
