A clear and concise description of what happend.
操作步骤：
1.使用kk 4.x版本安装低版本k8s：
./kk create cluster --set kube_version=v1.19.152.等待安装完成
实际结果：
安装完毕schedule无法调度，报错：
Failed to watch *v1alpha1.CSIStorageCapacity: failed to list *v1alpha1.CSIStorageCapacity: the server could not find the requested resource
