chore: Bump subchart policy-reporter tgz file

This is indeed a chore task for bookeeping; the
`kubewarden-controller/chart.lock` and
`kubewarden-controller/Chart.yaml::dependencies`
were already bumped, so we are consuming the correct subchart.
