Add opentelemetry test for pinned opentelemetry chart dependencies

Acceptance criteria

Instead of only 1 opentelemetry testsuite against latest dependency versions, have 2:

• An opentelemetry testsuite that targets the chart versions in https://docs.kubewarden.io/reference/dependency-matrix. These are the same versions that are pinned (via --version foo) in the how-tos for opentelemetry. This testsuite should block the release.
• A second opentelemetry testsuite, with the same testcases, that targets the latest chart versions for the opentelemetry chart depencies (what we have now). This testsuite should not block the release.
