Migrate logic from provisioner to KIM and introduce it into new KIM architecture

Description

Goal of this issue is to work on the identified migration tasks (#181 ) to move logic from the Provisioner into the Infrastructure Manager.

The migrated code has to follow the architectural decision / design principles defined in #134 .

AC:

• Take the list from Define migration tasks to move logic from Provisioner to KIM #181 and process the migration tasks. For each migrated logic is a cutover strategy required to avoid breaking changes / collisions between the Provisioner and KIM.

Reasons

Execute the migration of the logic form the Provisioner to KIM.
