Auto merge feature is implemented

Description

After the removal of tide, the pull requests are not auto merged. Pull requests from auto bumpers should be auto merged if all required checks are passed.

Acceptance Criteria

• The workflow logic must be implemented as reusable unit.
• Reusable unit must be called for pr in all team owned repositories.
• The configuration should be defined on a repository level.
• Pull requests from auto bumpers should be auto merged
