Consistency check should archive alien deleted and modified flows

This is for keeping track of both removed and updated flows for auditing, operations and troubleshooting. The list should keep track and store up to a configurable number of flows, excluding them when the list overflows.

As of now, deleted flows are soft deleted, so we have that part covered. Alien flows aren't stored though. I'll set this as priority_low since in production that won't be needed in the short term, if the use cases or production needs change, then we'll reassess.
