Update kytos/topology.{entities}.metadata.{action} to use a plural key with a list of items

This is for updating the kytos/topology.{entities}.metadata.{action} event content to use a plural key, following the entities, and also to pass a list, this is also aligned with a future need of bulk inserts one day, when that comes the list will already be in place.
