Generate log message when an EVC is created but cannot be activated

Hi,

Sometimes the EVC is created but cannot be activated, for instance: due to no path available (e.g., #230), due to no VLANs available, etc.

Anyway, it would be nice to have a logging message alerting the administrator that the EVC was created but cannot be activated.

I believe the message is useful, but it should alert that the EVC was enabled, but not activated. It may be created with a schedule, so it is not always a problem if the EVC is not activated upon creation.
