Make the Default EnergyPlus Ground Condition Calculated by KIVA #650

Now that we have @nealkruis 's awesome work integrated into EnergyPlus, we should probably switch the default ground boundary condition to use it (instead of the current constant ground temperature of 18 C). Neal's pull request to E+ can be found here:
NREL/EnergyPlus#5901

I realized that this could take substantial effort. Help is definitely wanted here.
