connectTimeOut when tool_call in template react_agent test

I configured `TAVILY_API_KEY` in .env file. Also I tested the api key in tavily website playground and it works.

However it failed to connect the https://api.tavily.com/search: time out.

I suspected it's related to PROXY however I believe I have set it well as you can see the model_call is working well in the graph.

My proxy config like that:

export HTTP_PROXY="http://your_proxy:port"
export HTTPS_PROXY="http://your_proxy:port"

Another clue is the metadata httpx post is always failed in the log. I searched the error in code and it's occurred when posting "https://api.smith.langchain.com/v1/metadata/submit". Not sure if it's related to this issue.

LANGSMITH_API_KEY is configured too in .env

It blocks me several days. could you please help to take a look? @vbarda
