clang-format-12 is no longer supported in the latest Ubuntu. I suggest we update in a single "format sweep" MR to a more recent version at some point in the near future. This is also relevant for ports-of-call and spiner.

@brryan also suggests switching to astyle, which is lighter weight and more stable
