Can the quantization scales be modified?

Maybe this is my ignorance of what the Loihi hardware actually implements, but it seems that by default graded inputs are assumed to be fixed point with an exponent of -6. Is there a way to allow for different input scales?

Also there should be convenience encoding/decoder layers to deal with the quantization operations in lava.
