As an editor I want to be able to manage relationships from the document view, not just the work view

We have this wired at the work level, not the document level, except for Judgments which supports it.

When editing any document, I want to be able to edit the relationships of the associated work.

When doing this, carefully check that the relationship is being driven by the correct object: the subject work, not the object work (I suspect the document admin is getting it wrong).
