Do not allow new stacking during prepare phase #130

The PoX anchor block (that is usually the block at the beginning of the prepare phase) determines the rewards set.

Any newly added direct stacking, pooled stacking, or increased amounts would not earn any stacking rewards for the upcoming cycle.

The UI should prevent users to lock their stx when they won't earn.
