Updated routines and algorhithms for HPGe, SiPM and optimization routines

New changes and updates for the data processing which was already used for the recent LEGEND dataset processing.
The updates include:

• Updated DSP routines for the germanium detectors with new routines for AoE generation, filter optimization and qc cut values
• Included SiPM routines for trigger position finding and maximum finding in SiPM traces
• Included other routines e.g. for pulser processing etc.

I don't really see why the tests fail. I have to check that first then we can merge.
It seems like it has something to do with the aqua test but I don't understand what is the problem there.

Just remove ambiguities = false in "test_aqua.jl" :-)
