As discussed with @mradamcox through email, a photo issue occurred when he switched the image upload storage to use the AWS S3 service instead of storing the photos locally on the server and a default overwrite setting wasn't set. The issue has been solved but the photos that were overwritten need to be fixed in the system using the photo backup he created.

@mradamcox Is this something I need to start on? Does it need to be done manually report by report?
