The weekly emails I receive showing what sites have Scout Reports submitted for them is great, but it seems the system isn't properly recognizing when a site has a report submitted for the first time. The asterisk that denotes a new site being monitored is sometimes on sites that have been monitored before and then isn't next to sites that are newly monitored

As per further communication with @kkemp85, we need to change which dates are used for in the summary as well. Currently, the scout visit date is used. However, often people wait many days to enter their reports into the HMS database, meaning that late entry activity can easily be lost in this summary. So, the report creation date should be used, instead of the scout visit date.
@mradamcox If I remember correctly, I stopped getting these emails and now just get the Plausible Analytics ones which essentially give us site visitor counts and origins. I don't remember if we discussed bringing these summary emails back (making this ticket still relevant) or if we discontinued them completely. If we discontinued those emails (which would be helpful once we get the program up and running again and could get this specific issue resolved) then this ticket can be deleted.
