Rate Limit/Quota Issues Despite Active Plus Subscription and Zero Usage

Hi there,

I'm currently experiencing an issue where I’m consistently receiving a "Rate Limit/Quota Exceeded" error when trying to make requests using the OpenAI API. I recently upgraded to the Plus plan, and my subscription is active, but my usage dashboard still shows $0.00 spend, indicating no usage so far this month. Here are some key points about the problem:

Location: I'm based in Australia, but I understand quotas should be tracked using UTC time. I've ensured to try my requests at different times of the day, with no success.
API Key: I have regenerated and updated my API key multiple times, ensuring it's the latest and correct one linked to my subscription.
Billing/Usage Limit: My billing limit is set correctly (at the $18 default), and I haven’t made any successful API calls, as confirmed by the usage dashboard.
Troubleshooting Steps Already Taken:
Restarted my Google Colab environment multiple times
Verified my OpenAI subscription is active and on the Plus plan
Tried making requests with smaller resource usage and different models (e.g., text-davinci-003 and gpt-3.5-turbo)
Despite all these efforts, I continue to get the quota error. I would appreciate any assistance or insights into why my requests aren't going through and how I can resolve this issue.
