Improve Indic to Latin transliteration for IS015919

Currently trying transliteration from IS015919 to Indic languages like Gujarti for eg. Does not work. Sample request and repsonse below

The above happens for Gujarati only if you try other language the same text is reflected back which is not right!. Expected output will be actual language text.
