define variants of all the handshakes that don't do peer authentication

With libp2p+HTTP, peer authentication is becoming optional. In some of our existing transports, peer authentication adds an additional roundtrip. Others (most importantly, QUIC), could be made more accessible for new implementations if it didn't require peer authentication.
