Add Swagger to enhance documentation and usability

Swagger adds, with little work, interactive documentation, schema definitions, and variable levels of SDK generation. A working example can be found here. The source of that example can be found here.

The interactive documentation could potentially replace the data and metadata administration applications of lightblue, along with adding some ease-of-use features like mentioned in lightblue-platform/lightblue-applications#112.
