README.md could be a gentle guide for users to start centraldogma-python for the first time.

We can update the document later after the first release.
I think we need to do that before we make an announcement on Twitter or other social media for the first time
so that users get a nice impression from our projects.

Let me remove the milestone away because it is not a mandatory task for the initial release.
