Improvements in Tile Inspection

Improvements were made in the the tile inspection, enabling the possibility to mark (add, update or delete) features by position. Comments report filters' were enhanced, now you can filter by types of comments/features. A Tutorial button has been added.

Improvements in Tile Inspection

Improvements were made in the list of tiles, loading a limited amounts as the user scrolls.
The feature of automatically creating a comment after an inspection of a tile was added.
After that, an option was added at the tile tale to filter based on the type of comment: by user, by inspection or by image feature.

A new interface has been created that lists all the comments, in this interface it is possible to search by Tilename or by any text within the comments. it is also possible to download in csv or json format that can be used by some script.

1. The VAC list loaded for each cluster has been fixed with default selection.
2. The selection is based on the angular and redshift distance between the cluster center and the VAC.
3. The VAC can be filtered based on its redshift, the cluster redshift and the cluster redshift error (z_best, zs and sigma_dz respectively).
4. The default parameters were 3 times the cluster radius and 3 times the redshift error. These values can be changed by the user and the list reloaded on the portal.
