What happened?

Suddenly and randomly, I became unable to open the cinnamon-settings keyboard app. Keybindings remained intact. After MUCH debugging/trial and error, I have discovered that the cinnamenu applet is the cause. It wasn't always this way and I haven't the faintest idea as to why,

Other information

First I created a new user, and was surprised the app open/worked. But then, after just a bit of getting things back to normal, the issue arose again. Took quite some time to isolate the guilty party. SO I have the "what" but not the "why"
