This is the issue I'm having. Someone else wrote it up and no one ever responded. Speeds are initially normal and as expected, but after a random amount of time they start to slow to a crawl and often times stalling. As soon as I restart the container, back up to normal and it starts all over again.
There isn't anything within the container that could cause this but it will be related to the environment it's running in. Could be the networking stack of virtualbox if you're indeed running the exact same setup as the linked issue.
Is there an existing issue for this?
