LiveReload fails on JavaScript change with Angular

I'm writing a simple MEAN application, and when I press Save on any javascript code, Chrome reloads displays this:

If I click into the window, several seconds later, it reloads properly.
The plugin functions properly if I change HTML (reloads as expected), just not the JavaScript
