Summary

투표 API 사용 제한 추가

Problem

필수 요건 누락 사항 추가 (노션에 자세히 적혀있는 걸 ~~봤던 기억까지도~~ 까먹고 있었음. 그리고 아무도 위화감을 느끼지 못...)
- 본인의 파트에 해당하는 파트장 투표만 가능
- 본인이 속한 팀을 제외하고 투표 불가능
