Implement ACL / granular node-based editing permissions

I would like to grant certain users permissions to edit the content on certain portions of the site without giving them edit permissions to the whole site.

Nice. This would be great.

It would be nice to say "This page is editable by Person X, Y", or "This particular content entry can be edited by Person A or B" ... or "All Authors" or something...

+1 for this, but what would be really good is if this feature would also implement viewing permissions..

Like "This page is viewable by Person X, Y"

Going a little further, it'd also be great to have the ability to provide certain rights that require moderation from an administrator. Basically "you can do this, so long as an admin approves it each time you do it..." Not sure if this is inline with the current roadmap for Locomotive but I've been unable to find something resembling an official roadmap for the future.
