Restructure study responses page to encourage psych-DS download

Now that we have Psych-DS downloads available as a function in the backend, we have to decide how to integrate it into the UI for managing study responses.

In the current version, psych-DS downloads are given as an option under the frame data zip downloads. In a later version, we may want to focus the psych-DS options (anonymized and de-anonymized) to the top of the page to encourage people using psych-DS, with the old options still presented lower on the page.
