Registering a MIME type for Lottie

Context: Since we have the animation spec out, it's about time we go about the process of officially requesting for a MIME type for the format.

• video/lottie+json
• text/lottie+json

These options are up for debate

For security considerations, we might need to mention expressions, they are not in the specs but they are present in some lottie animations.

We might also want to come up with a recommended file extension, since .json is too generic, We can't use .lottie because of dotLottie

I was going to suggest .lot, but it looks like it's been used for some LaTeX resources. Seems pretty niche, not sure if it's a blocker.
