[qemu] Earlgrey 1.0.0 `hmac` implementation

Description

Update QEMU implementation to support the Earlgrey 1.0.0 register interface.

Implement context save/restore functionality to enable SLH-DSA in the ROM/ROM_EXT.

HMAC context save/restore was previously implemented in lowRISC/qemu#88, but had some bugs stopping it from working properly. The behaviour was later fixed in lowRISC/qemu#151.

This should be enough to complete the issue (when there is a new QEMU release) - is there any test target we can run to test this against SLH-DSA in the ROM/ROM_EXT?

Edit: A new QEMU release was just made which should include these HMAC changes/fixes, and so should be included when OpenTitan is upgraded to use that.

The latest QEMU binaries are now being used in earlgrey_1.0.0 and add the relevant HMAC functionality; all of the following HMAC tests that run in the sim_qemu_rom_with_fake_keys environment are passing:

• //sw/device/tests/crypto:hmac_functest_sim_qemu_rom_with_fake_keys
• //sw/device/tests/crypto:hmac_multistream_functest_sim_qemu_rom_with_fake_keys
• //sw/device/tests/crypto:hmac_sha256_functest_sim_qemu_rom_with_fake_keys
• //sw/device/tests/crypto:hmac_sha384_functest_sim_qemu_rom_with_fake_keys

This should be sufficient to complete the issue, but maybe we should wait for integration of ROM_EXT support to ensure that the SLH-DSA flow in the ROM/ROM_EXT is supported?
