Glitchy performance of web interface with some browsers - especially Firefox #221

Some users are reporting glitchy website performance - especially with Firefox and sometimes with Safari. In particular the problem manifests itself when rendering an object page. This probably relates to the temporary scrolling fix introduced to scroll the page back up to the top of the page to override the JS9 tendency to scroll the page downwards to the stamps.

Short term fix is possibly to remove the temporary scroll fix. Long term fix is probably to find out why JS9 takes control of the scroll bar.
