"Clear Filters" Button Resets User's Page

What issue are you seeing?

When on the /deparments/<department_id> page after paging through at least once, when I click on the "clear filters" button the page that I was on is lost because the page is also cleared. I can see how this would be good when a user does actually select a filter, but maybe the best solution to this may be to just disable the "clear filters" button unless there are filters selected?

I know there is some UX work being done regarding the site as a whole. I think it'd worth holding off on any changes here until the new UX direction is decided. @b-meson may have a bit more to say on this matter.
