Indicate whether officers are actively employed or retired #836

Similar to #825, it would be good to have a way to distinguish between officers that are actively employed and those that are not. Would not being actively employed be equivalent to being "retired"? I'm imagining either a boolean flag for active/not-active or perhaps a retirement date field. What do you all think would be most useful?

A retirement-date field is part of #642. Not sure if there is a solution for when we only know the officer is retired but not when exactly.
