Accessibility Review

We should do an review of the accessibility of at least the most important pages of the website. Landing page, /browse, /department/<id>, /officer/<id> and /submit.

The expected outcome of this issue would be sharing a report and creating follow up issues for concrete problems we identified or fixing them right away if it is easily fixed.

There are some free tools that help identify common issues. Both Chrome (where the checker is included in Lighthouse) and Firefox have built in tools in the developer tools.
I also found https://accessibe.com/accessscan?, https://www.accessibilitychecker.org/audit/, https://achecks.org/checker/index.php that seem to be doing an analysis without creating an account (and I am sure there are many more).
