As reported by Jan:

Eine Funktion in der App, die einen per push Notification darauf aufmerksam macht, wenn man sich in der Nähe eines Ortes befindet, zu dem es zwar einen Artikel in der Wikipedia gibt, aber noch kein Foto.

I have also the idea of building a Geo-Database with Locations to photograph. eg cultural heritage monuments without images

Great idea!
There was an app called "Unvisited" that did exactly that, it is discontinued so you might ask them for their source code or at least see how it works.
