Выбор карты
Регистрация

При этом по прежнему можно оставить отдельные страницы для каждого из этих действий.

Имхо, не нужно. Всплывающие окна ОЧЕНЬ криво(а точнее, никак) поддерживаются мобильными браузерами, а на десктопе выглядят жутко.
