The order of numeric in text citations is non-standard. Is LaTeX doing this based automatically based on the publication date or can we just move citation order around to make this look nicer?

Btw I remember now why this is. Originally I was using the full (Name,
Year) citation style in the text, and so then wanted to order the
bibliography alphabetically because that seemed to be the easiest way to
find a given citation. When we switched to the number style, I forgot to
take out the ordering by name. There will be an option somewhere in the
bibliography commands to change the sort order.
