Building specific versions or tensorflow with GPU and no AVX. #4

Since there is no discussion option here I will post this in issues.

Is there any way to modify this to build say version 2.11 with no AVX instructions and for GPU support? I know the CUDA version and CUDNN version have to be set. I also only have a GPU that supports compute 3.0.
